The Westwood Cultural Council is part of a grass-roots network of 329 local councils which serve every city and town in the state. The program is the largest, most decentralized one of its kind in the United States. The state legislature provides an annual appropriation to the Massachusetts Cultural Council which then allocates funds to each local council.

Individuals and organizations may apply for projects such as workshops, lectures, exhibitions, festivals, science, education and performing arts projects.

PASS funding enables schools and youth groups to take students from pre-K to grade 12 to cultural performances outside of school.

Funding for PASS is also available. Grants are awarded after consideration of benefit to the community, the qualifications of the individuals and organizations, the planning process, community interest and the population segments served.
